Low-income Earners, by LIM (Low Income Measure)

In Quebec and Canada, based on the Low-Income Measure (LIM), the proportion of people with low income decreased from 1976 to 2021. In Ontario, a similar decline was observed, but to a lesser extent. However, there was an increase in the number of people with low income in all three jurisdictions in 2021 during the COVID-19 pandemic.

The Low-Income Measure 60 (LIM-60) refers to the threshold of 60% of the median income, serving as a poverty line, while the Low-Income Measure (LIM) refers to the threshold of 50% of the median income, below which households struggle to cover basic needs.

Methodological note

A relative measure such as the Low Income Measure (LIM) is used to assess inequality, whereas an absolute measure such as the Market Basket Measure (MBM) indicator assesses poverty.
