Quebec ranked ninth out of 12 jurisdictions according to the latest common year of data in 2015 and 2016. Quebec finds itself in a weak position compared to the other jurisdictions studied. Since Quebec produces a significant amount of energy, it seems possible that this may negatively affect Quebec's ranking compared to that of the other jurisdictions under study. By using the quantity of Gigajoules of energy produced as the denominator, this reduces Quebec's chances of positioning itself well.
